REQUEST FOR EXPRESSION OF INTEREST (EOI)
I. BACKGROUND An earthquake in May 2006 caused widespread death and devastation to the Indonesian provinces of Central Java and Yogyakarta. Thousands were killed and injured, while many more lost their livelihoods. The most affected areas were the districts of Bantul (Yogyakarta Special Region) and Klaten (Central Java Province). As part of the response, YCAP (Yogyakarta – Central Java Community Assistance Program), an Australian Government initiative, has allocated up to AUD 700,000 for composite and concrete village roads, village bridges and tertiary irrigation in 11 Kecamatan across Klaten District, Central Java. All work is for immediate start and to be completed by December 2009. Contractors are to indicate available start date and whether providing EOI for one or more of the following packages of work (see 2. Extent of Work).

IV. DESCRIPTION OF REQUIREMENTS
- YCAP is intending to solicit proposals for the construction of roads, bridges and irrigation in 11 Kecamatan in Kabupaten Klaten, Central Java Province based on short-listing of EOI.

- Successful EOI providers will be notified within 2-3 weeks of the closing date of this EOI and provided with tender documents including Request for Proposal (RFP). Subsequently, YCAP will undertake a competitive bidding exercise.
V. MANDATORY PRE-QUALIFICATION SELECTION CRITERIA A YCAP Panel will review all EOI against the following criteria:
- Minimum of 8 years proven experience in the field of civil engineering construction especially in roads, bridges and irrigation sector. (Please indicate if you are seeking pre-qualification for Package 1, 2, 3 above or more than one package.)
- Business presence in the Central Java or DIY Provinces.
- Should be able to meet or has met Public Works’ construction license registration criteria
- Is not within court surveillance, or going bankrupt, or getting its business ceased, and/or involved in any criminal act
- Have a good track record ( previous project size will be taken into account) and not be on GOI black list as evidenced by 3 samples of previous work
- Has the capability in the area of expertise
- Has the capability to provide facilities, equipment and human resources needed for the project
- Should not make any false statement regarding its capability
- Should be able to provide the copies of these following documents:
- Company Certificate (Sertifikat Badan Usaha - SBU) and Construction Business Permit Services (Surat Ijin Usaha Jasa Konstruksi - SIUJK) issued by authorized government institution.
- Proof of tax payment for the last year (SPT/PPh) and the monthly report of PPh article 25 or article 21/article 23 or PPN for the last 3 months
- Audited unqualified financial statements for past 2 years authorized by a CPA
(Copies of relevant documents listed above will be requested from short-listed contractors before issuance of RFP) - Duly completed and signed EOI by Company Director (as attached)
VI. EOI Process Contractors interested in participating in the planned solicitation process should complete the attached EOI and email only the complete form to YCAP before closing date set forth in this EOI. Due to the high volume of communications, YCAP is not in a position to issue confirmation of receipt of EOIs.
